The deal with the boots is, you have to know which ones you have before you get the new ones. Volvo bought racks from two different manufacturers, ZF and CAM Gear. One has a big rubber grommet on the tie rod, and the boot small end is about 1" in diameter - it slides over this grommet, and over the nut as well, so you can install it after the fact.
The other type has about a 1/2 inch small end and fits right down around the tie rod itself. This type MUST be put on before the nut and the outer tie rod is screwed on. It's a little more of a pain. The small version also uses a spring type hose clamp (like a fuel system line) instead of tie-wraps to keep it tight. Not a big deal either way. The new boots come with appropriate clamps or tie wraps to secure them.
