Feels like...loose steering

Hi all,
I have been experiencing what seems like a loose steering. When driving it feels like the response time when turning or veering from a pothole, debris, other cars, etc. is somewhat slow and there is a lot of "give" or looseness in the steering wheel. I can fiddle/quickly turn the wheel a few degress to each side a bit without any turning response from the front wheels. I guess it would be easier to describe in while in action. Still had this "problem" even after installing some suspension upgrades which now makes me somewhat concerned. Could this be a bad steering rack, column, or is this typical of a 240 volvo (noticed it ever since I bought the car 4 years ago, but figured it was normal as the 244 technically doesn't hug the road without any mods)...any help or suggestions would be greatly appreciated.
