engine missing 700 1990

The first cylinder on my 740 non-turbo, stick shift, consistently doesn't fire. I've checked the spark and it seems to be fine. At higher speeds, performance doesn't suffer much, but gas mileage has fallen considerably. Even at low speeds it runs ok but sounds rough. It does idle fine, at about 1750 rpms. Several weeks ago I had it tuned up, new plugs, wires, etc., and a compression test indicated that cylinder was only about 60% of the other three. Is there anything that can be checked or done short of a complete ring job? If that's needed, what would be a reasonable charge for it?
