Slow to Start 90' 740 w/ B230, non-Turbo 700

I have an 83 B23F and three B230s. All start on the 2nd or 3rd compression stroke but the 90' always takes about 5 or 6. I had an 87' 740 that would consistently start on the 1st or 2nd compression stroke. What makes the difference, is it the valve that holds the pressure in the fuel lines to the injectors? Where is that valve, in the main fuel pump and is it hard to replace? I am concerned because here in Minnesota we need all the battery power possible at -20 or -30 F.
