Blocking the pre-heat hose? 700

I have heard several people on this board talk about locking the pre-heat hose in the air box and was wondering why you would do this and if it would help me at all. I live in a relatively mild climate and it never gets colder than 45 at the very bottom. I own a 1988 740 turbo sedan 4 speed + OD and would love to improve the performance up just a little. Also any suggestions for mods to the air box to get cold air there would be much appreciated.
