Volvo 740 GLE without turbo will not start 700 1990

Hello world:
My wife's baby, her 1990 740 GLE, will not start. The engine turns over, but will not start. We have checked the following:
1. voltage signal: Testing and inspection fuel injection-good
2. crankshaft position/engine speed sensor: Fuel injection ECM testing and inspection-good
3. crankshaft position/engine speed sensor: testing and inspection of ignition
ECM
4.engine control module:testing and inspection-fuel injection good
5. ignition switch:testing and inspection-ignition ECU input good
6. system relay:testing and inspection-good
7. Put in a new fuel system relay
This is the first time the car has ever had this problem. One day the engine
was starting, the next day nothing. The fuel pump intermittent comes on.
Thanks for any assistance. Does anyone know of volvo mechanics in the Mirginia
Beach, VA area that work on volvos on the side.
