Car bucks when decelerating (and sometimes at cruise)

The fact that the tach drops to zero and then back up (actual rpm does not go to zero)indicates sudden and complete loss of the primary ignition pulses at the coil negative terminal. These same pulses feed to the tach. Therefore it is almost certainly not fuel related.

My first suspect would be the power stage going flakey or a loose wire somewhere in that circuit.
