THe American spec Turbos unlike the European ones don't use Motronic do they? I know the Motronic ECU is adjustable for mixture, might be worth finding out if yours is.

It sounds to me like to need a run on a properly calibrated rolling road to see what it is doing in real life. Unless you're testing with a mega expensive wide band oxygen sensor I think it may just be leading you up the garden path.
