16 valve mistake, lesson told 700 1989

So my 16v was leaking oil from the head gasket.
I carefully took off the head and replaced it along with other stuff. Leak gone...but-
On the second teat drive, POW! ticking and no go. The belt had jumped.
No wonder after looking under the hood. The bolts holding the idle pulleys to the head had come loose and one had broken on a downshift. The belt jumped a long way!
I'm sure I torqued the bolts in, but maybe not? The book said 18 ftlbs. Is this correct, and next time I'll use some loctite.
Also, the car would start poorly when cold, and not idle. Could this be the timing being off? ( the idle motor was connected )When re-installing the distributor, even though there is a plastic insert in the slot, there is still some play. Any hints on getting the timing right before starting up?
Oh yeah the damage, 16 bent valves, 6 valve guides cracked. OUCH...
