83/240 Ignition Tests: Have Weak Spark, Running Rich

I have been struggling to solve a rich running condition with my 83/240 B-23 engine. I seem to have a weak spark though would appreciate tips on how to best check spark. My engine will not idle smoothly. It surges up and down. Plugs foul. Have replaced the following: air meter, temp sensor, idle valve, oxygen sensor, fuel pressure regulator(w/used unit). Have swapped out ECU with no change. Have checked grounds and fuses. Have completely dissassembled the intake manifold, from preheat hose to to engine, cleaning or replacing every compoent. Noted some improvment but still runs rich and surges at idle. Runs strong at high rpm. Would appreciate suggestions. Thanks, RDP
