Low idle at start up and high idle when engine warm 700 1987

On cold mornings the engine idles at 500rpm or below but when driving for about 10 minutes or just coming off the freeway the idle shoots up to 1500-2500rpm. Have checked the faqs re TPS but cant fully understand what a throttle plate is, I presume this is the springy metal strip that touched the body of the throttle pully thing (again I don't know its proper name). I have to kick the gas pedal rapidly to bring down the revs.

3)questions:
a) Is there a cure?
b) What are the consequences if I disconnect the throttle microswitch?
c) What is the function of the throttle microswitch?
