Yikes! No headlights! 200 1982

Sherman, the 1982 244DL B21A, has developed a stutter that is very alarming @ 150 km/h. When switching from high to low beam (but not the reverse) there is a pause where there are no headlights. The pause can be as long as 1-5 seconds...diddling the lever affects the problem to a minor degree.
So, what do you guys/gals think?
1) The indicator/hi/lo switch in the steering column
2) A slow relay
3) Both

You see, I can handle almost all mechanical problems....electrical is another story
