Wierd intermittent starting problem 700 1985

1985 740gle w/6 cyl VW non intercooled turbo diesel w/auto trans. every once in a while when the car is warm and i turn it off i'll come back 5 minutes later and the car will not start. It is definately electrical in nature. The engine will not turn over, the starter will not engage. All of the things in the startup sequence occur except the starter turning the motor. The idiot lights/headlights/radio/HVAC all turn off like they should but the starter doens't engage. it is not the park interlock, all of the fuses are OK and the car starts up like nothing happened after about an hour of cooling time. It is definately something in between the key and the starter without a doubt. The really annoying thing is that its only happened twice in the last month. And theres no way to know when it will happen again. My only suspicion is a relay going bad somewhere. Does anybody have any insight into the problem?
