O2 sensor testing - new one seems to be faulty - what might I be doing wrong?

I don't remember if the sensor lead touched ground after installing... in order to thread the thing in the sensor socket allows the wires to turn (as many rotations as it requires to thread in the sensor) so it would be fairly easy for it to have come in contact with grnd while being installed.

I wonder why such a distinct possibility of damage wouldn't have been noted in the instructions.

should I check to see if the wire is currently shorted to grnd or to the outer portion of the sensor by checking resistance between the lead and gnd.?

or could that damage it?

the connector is insulated so if it did hit grnd it probably hit the outer plastic insulation rather than the metal connector.
