running lights 200 1991

The front and back running lights, i.e., the lights that go on with the headlights, on the divers side will not go on. The headlights are fine. A voltage meter indicates voltage to both lights. Also, the passenger side fog light will not go on, there is no voltage. It have done the following to rectify the situation to no avail:

1- new bulbs from same manufacturer for all rear lights
2- cleaned contacts with sand paper
3- cleaned front and rear ground
4- checked wiring

I’m at a loss as to what to do next. Any suggestions?
