Can this be done? 700 1988

Would it be possible to get a key cut for the lock currently in a 1988 760 Turbo?

A friend of mine is looking at this car, it's currently without keys... so I got a key from the dealer to the tune of $40. The key works fine in the passenger's door and trunk lock, but not in the ignition or driver's door. So it seems like the ignition and driver's door locks were replaced with ones not matching the VIN.

Obviously it's much easier to pull the door lock cylinder than the ignition lock, so he did that. Could he take the lock cylinder to a locksmith and have a key made that will work in these two locks? Or is the only option to get a set of new locks and chisel out the ignition lock?
