questions on 16v; rear cam seal and tbelt tension 700

I have an oil leak between the distributor and intake cam on my 16v. What does it take to install a new seal in there. Neither chiltons nor haynes say anything on it. I'm also going to replace the 'half circle' seal on the back side while I'm at it. I think it is leaking also and I' tired of oil on my back glass. what do I need to do?
also, how do I tension my new tbelt and balance belts when I install them? The faq doesn't explain it very well. Is it acceptable to tension it with 2 fingers? Can I use a standard belt tensioner? Can I get a 'fish scale' and measure travel/weight?
