Sounds sorta like a broken U-joint -- really broken -- but if that were the case, you'd experience teeth-rattling vibration at anything over about 20 mph. And it doesn't mesh with your observation of something hanging down.

Email me offline about an outstanding Volvo-only shop. He's about 30-35 minutes from Providence, about 5-10 minutes directly north of New Bedford and 60 seconds off the highway.
