Cranks, sorta fires, won't start 700 1991

Well, less than a week old and I've already got problems. Car is a 91 740Ti B230FT

History. Car was bought in AZ desert always started, ran fine while there. Drove the car back 700 Mi to cold wet Colorado. This morning with temp about 25 F, it wouldn't start. I could hear it trying to fire occasionally.

What I've done. Took off cap and inspected, looked Ok, no moisture, a little oil reidue, cleaned with shop towell. Rotor not cracked or broken. Pulled plugs. They were very wet with gasoline after cranking for a few minutes, dried them off and reinstalled. Engine tries to fire more often now, will almost catch but not quite start. I have voltage at coil, plug wires are Volvo OEM and look OK. Switched radio suppression relay and fan relay, no help. Checked ECU codes in port 2, reads 1-1-1

Symptoms. First thing this morning, I could see the tach reading about 1000RPM but not consistently when cranking. Now the tach hardly moves at all, just a little bump off the peg occasionally.

I cannot have a helper crank the car at this time but think I've got an electrical problem downstream of the coil. Looked at the FAQ for about 30 minutes too. I'm thinking RPM sensor or bad cap/rotor.

Could not find diagnostic for RPM sensor in FAQ, anyone have one? Also where to get one of these besides dealer? I'm 250 miles from the nearest Volvo parts place.
