emissions 200 1987

I live in Dallas County, Texas. This year our emissions requirements have stiffened to include nitrous oxides. I have two '87 240's, and both have failed. Both failed the nitrous emissions standard. One failed the hydrocarbon emissions as well, the other failed the CO emissions (and the NO2 test.) Is this something that I can address, or do I need a Volvo shop? I've done most of the other service and maintenance, including head replacement, so I'm not completely helpless. Just don't know how to address this.
