high pitched squeals from under the hood? Belts? 700 1985

Bricksters.... I've had intermittant troubling squeals (high pitched) coming out of the engine compartment lately. Happens in wet weather mostly but has been happening in cold weather as well. Happens at start up or when I go through puddles or it has rained alot. I'm thinking belts and hoping it's not the water pump. It goes away when I get up to speed and comes back for awhile when I start from a stop then goes away all together. I'm afraid to tighten the belts too much so is 1/4 inch play really the amount of play that there should be in the belts? Water pump has 75-80k on it as well.
