Maybe a Simple Alternator Question? 700 1987

I have a bit of a strange voltage thing going on and don't know enough about the charging system to comfortably diagnose the problem (if it even is a problem).

When I am traveling at speed (5mph or more), my voltage is right where it should be (~14.5 v). OTOH, when I am at idle the voltage steadily drops from normal range to ~11.5 volts. Once I start moving again the voltage shoots right up.

These readings have been verified with a Digital Volt Meter.

The alternator has a new voltage regulator and all contacts/grounds have been cleaned and checked.

Can anyone explain to me what is happening and how to fix it?
