240 turn signal switch problems(1978)

Of course you know if one of the lamps on that rapid flashing side is out this would explain the rapid flashing. I would first check that. If I recall correctly there are separate wires connected to the switch for front and rear lamps, maybe on of those connections is defective.

The problem with the highbeam function working only with the lever in an odd position would very likely indicate a bad lever. It may have been removed from a car where rain got into it.
