Uneven idle on first start when cold. 900 1994

1994 Volvo 940 Turbo wagon. When started after sitting in the cold for awhile it will surge until it warms up some. Jumps from around 500-1200 rpms according to the tach. Where's a good place to start looking. Once it warms up its fine, idle is rock solid, no trouble with acceleration or any other engine performance. Just the intitial start.
