240 ECU problems

I used a 4 dollar digital meter and had a steady .9VDC on the o2 sensor connected. I didnt realize there was a relay for the freq. valve? I dont have good wiring diagrams and I tryed to trace the wire back to the ECU from the freq. valve because I didnt have any voltage readings at the valve and wondered where it was supposed to come from. I will go back and check this along with the power supply readings and grd connections. Somebody put a radio in this unit and some of thier wiring looks suspect. I guess thats why I got the car for 75 bucks.
