i failed emmisions...any suggestions?

Actually, the Co isn't all that low, and I see that HC is over the limit as well. How many miles are on the car? Do you know when the O2 sensor was last replaced? My thoughts at this point are that you're running rich because of a tired oxygen sensor, or that your cat is over the hill.

Was your car fully warmed up when you went thru emissions?

Depending on what your state regs are, I would do the full tuneup thing with fresh plugs, wires, cap and rotor, air filter and flame trap, PLUS check the oxygen sensor and replace it if necessary (check the archives here for how to test it). These are relatively inexpensive things which need to be done periodically just for 'goodness.' Hold off on a new cat unless you know for sure you need one.
