delayed 2-3 shift with cold weather

Will it remain engaged in 3rd if the RPMs drop below 4K?

Also does the behavior change from when the car is stone cold to when it has been driven, like on the highway for 20-30mins?

After the trans is fully warmed up I would expect a change, especially if the problem is in the control body, and especially if it is actually cold temperature/weather related.
