'89 740T no boost! 700

Hello!

It happened suddenly. Now the boost gauge will only go to the center just before the yellow band. Only if the motor is pushed very hard it will go into boost. I've checked all hoses, they are fine. The car seems run ok but it lacks the extra power that the turbocharging provides. Turbo spins freely. Is it possible that the turbo is bad even if the compressor fins spin fine? If forced air after the turbo is being lost, won't it cause engine malfunction? Do intercoolers go bad? What about the vaccum accumulator by the air dam?
Any hints are greatly appreciated. Thanks.
