the back portion of the seat heater on my 89 740 has failed aswell, only place i get heat from is the seat bottom portion... in order to replace the pad, you'd have to purchase the new pad with the integrated cabling and install it per instructions of TSB "Group 85, NO. 918" (if your dealer is nice, they could give ya a copy... if not i can PDF it for ya)
