It runs, but after being towed there is something wrong with the steering wheel 900 1994

Ok the car finally runs, replaced the fuel filter and thawed the gas lines. Anyway, the car had to be towed to a place where I could do all of this. Since being towed, the steering wheel feels like it is stuck. It gets "caught" when turning it a full turn. Also, the horn will randomly go off while doing this. Can anyone tell me what's up and how to fix it.
