fouled plugs 200 1989

My wife's 240 (non turbo) has been hard to start on cold mornings. Cranks fine but doesn't fire or fires up and runs rough. I pulled the plugs (NKG) and they were wet and dark/gas. I replaced them with Bosh Platinum and it worked fine for a week. This morning it ran rough again, stalled and now won't start. The plugs are wet and gassy again.
After several atemps to crank it up the battery got week. I boosted it with my 850 and it started. As soon as I disconected the booster cables the 240 stalled out. What's up here?
I will replace cap and rotor just to eliminate that problem but what causes the plugs to foul?

The car gets mostly short trips but two or 3 good runs/ week.
Did I use the wrong plugs?
