strange idle problem 200 1984

Just recently since the tempatures dropped below 20 degrees I've gotten a strange problem that's never happened before. When I start up in the cold che car idles fine. After a few minutes right before it warms up, the idle drops to about 700rpm and runs rough but never stalls. This is usally about the time I drop off my daughter at school. I will shut off the engine and walk her to the door. When I get back (about 1 to 2 min.) it starts up fine and will wun perfect the rest of the day. Today I let it warm up for about 4 min. and then shut it off for 20 seconds. Started it up, and it's fine. Everything is in perfect working order accept the preheat tube to the exhaust manifold is gone. It rusted out years ago and I've never had problems running without it even last year when it was below zero for several few weeks. I could replace the preheat tube, but I think there is something else going on.
Is this something I will have to live with through the rest of the winter?
