M46 OD Problems - Update 200 1983

To summarize my problem again.

Symptoms:
-OD light comes on when OD is engaged
-Relay clicks
-solenoid makes a faint click
-OD does not engage

What's been "fixed"
-Solenoid rewired
-shifter button rewired
-Actuating piston seals replaced (mini rebuild kit)

Troubleshooting - what I've done
-Filled up tranny fluid (only took a few ounces)
-Hotwired the OD by replacing the relay with an on/off switch
-Visibly checked wiring @solenoid, including ground
-Checked wiring in shifter
-Ran a 12V test light across the solenoid (it lit)
-Checked voltage across solenoid (11.63V)

None of this makes the OD work. From what I've read in the FAQ and in old posts, etc. it would seem that my solenoid is bad. Any input?
