electrical tape too cheap for cheapskates

Sounds like electrician's rubber tape, NOT to be confused with the
old black cloth tape that stuck with some kind of asphalt.
It could also be used for tire patches with the right rubber cement
but it was good to sprinkle a little talc on it afterwards to keep the
inner tube from sticking to the tire.
