Veritcal slit in airbag cover 200

Hi,

My '92 240 had a vertical rip in the airbag cover, just where it'd open up to shoot out the bag if there was a collision. The vertical slit is a few inches.

Would the airbag still function with the slit?
How would it affect the selling price, if I decide to sell it?
I was told I need to have the entire sterring wheel/column replaced at $$$.
