brake circuit wiring... question 700 1988

Gang, I picked up the volvo wiring diagram for my car. When looking at the brake light circuit, the hot wire from the battery goes to the fusebox first where it crosses the #4 fuse then goes out to the brake pedal switch. however, prior to hitting the #4 fuse, it is connected to the #2 fuse. It circuit does not go across the #2 fuse, but is just connected to one side of it.

Why on earth did volvo do this? What purpose is there to connect a hot wire to only one side of a fuse?

My problem comes in where hitting the brake switch or opening a door (door switch) will activate the fuel pump relay. (YES THE RELAY IS FINE). These systems are all connected by this #2 fuse... in that they are connnected to one side of it. The FP relay is connected to both sides of it.

Can anyone out there give me a heads up on why a circuit would only hit one side of a fuse?
