Where is this oil coming from? (On top of turbo) 700

Looking under the hood the other day I noticed that there is quite a bit of oil on top of the turbo (mitsu). Particularily that real short hose 4-5" with two hose clamps on it. It is covered with oil, so is some other hoses nearby. Do you think this hose is leaking? Can I safely take it off to check it? Does a part number for this hose? Sorry for all the posts recently, but i'm alarmed that it might be failing, so i'm quite worried. Thanks.
