After you look at the wiring diagram, Would you agree that the backrest heater is in series with a second seat heater? And if that is true and the heaters are similiar that a properly working seat would have a 6v (1/2 each) drop across each (second seat heater and backrest heater)?

I'm reading a 12v drop across my backrest heater which would indicate that is the culprit.

My local volvo dealer wants 99$ for a back rest heater, no one else seems to have it. It may be quite laborious to replace in addition.
