If you do decide it is a faulty heater controm valve, buy a new one at FCPgroton.com.

They sell a metal one as a replacement for the Volvo plastic model, which can break catastrophcally, or so I have read in the FAQ

About $15

Also buy new heater hoses because you'll likely have to slice the old ones off the ports of the heater core. (Much safer than breaking those ports by yanking on them). One of the hoses you wil need to measure and cut so as to splice in the new valve. No big deal.
