BZZZZZT !! Why do some cars create static and others don't?

In the news today is the story of a man who caught fire while gassing up his car. Apparently static started the fire. They say to ground yourself before touching the fuel nozzle, but with my car I've hardly ever been shocked when getting out of the car. Other cars that I drive for work (especially a Chevy Lumina) shock the crap out of me every time I get out. Why does this happen? Do the tires generate static? What about the vehicle's chassis?

Would driving around with a sheet of fabric softener help?
