Timing advance 'kit' for more power--???

This is on Ebay--seems "hinky"--what do you think?:

"Your engine has the potential to produce more power than it currently is. Most people say they have noticed that their car performs better on colder days. This is because the intake is receiving cooler air. This timing advance kit uses a resistor to “trick” your engine into thinking that it is taking in cool air all the time. This allows it to put out more power. Simple and effective."

I think it is a .25 cent resistor you can get at Radio Shack to put in somewhere to "trick" your engine in some way.
