Seat heater repair 700 1989

I have an bad backrest heater pad. I checked continuity across it and it is an open circuit.Is it probable/advisable to repair the pad? Does the wire inside the pad just burn open at a point that can be resoldered/crimped and would this only be a temporary fix? this dealer part costs $99!

Also, While trouble shooting my heaters the thermostatic relay (both sides) would cycle when they came on. On for about a second then off for a period of time. It wasn't too cold when I was testing so I may have been on the edge when they turn on (anybody know the actual conditions that this relay closes for? What is that chip inside the relay doing?) Is it normal for them to cycle or are they beginning to fail too?
