mitsu turbo question 700 1991

Wondering if anyone may have a suggestion. On the outlet side of my compressor there is a housed diaphram. It is not the wastegate actuator. I believe it releases trapped boost under vacuum when the accelerator pedal is released. Correct me if I'm wrong. Anyway I've pulled the diaphram out to have a look and have found a hole. The local Volvo specialist is telling me I must purchace a new turbo because I cannot buy just that part. My turbo is in fine shape though and I can't stand the thought of spending a wad on a new turbo just for the sake of this gizmo! Any ideas???
