#4 cylinder not firing at low RPMs 140-160 1971

I have a 1971 145, B20 with Weber DGV... At low RPMs the #4 cylinder isn't firing. The spark is good and when I pull the plug wire off at idle there's no difference. There's a bit of oil leakage around the head gasket-- could this be the problem? I set the valve clearances to .016-.018 as recommended but then found engine specs for the 1971 B20B to be 0.020-0.022, different from all other B20s. Could this be the problem? I haven't readjusted the valves yet, but I'm hoping this might solve the problem. I fear I may be losing compression--- is this a symptom of such?
