Hesitates, Poor idle, no power For first couple of minutes! 700

Hey All. Well thanks for taking two seconds to read my post. Any sugestions, answers etc you can give me are gratefully appreciated.
A couple of days ago when we got the latest snow storm I went out and started my car. Gave it a few minutes to warm up as I cleaned the windows. Backed out of my drive way and for the first 100-150 feet the car had no power. I mean pedal to the floor going 10mph turning 1500 rpm. I was running late and thought it was just cold. After the initial 100-150 the car ran fine took off like a bat out of hell.
Now when ever the car is cold and sitting for a while it does this. THought maybe I had water in the gas. Threw in a can and drove around (about 100 miles. Let the car sit over night and still have the same problem. Any thoughts?
I'm thinking it's maybe the fuel fiter (not that old) throttle positioning sensor or cold start sensor. At first Check engine light was not on now it is.
Also Where is OBD connector on my car? 89 740 N/A 8 valve. Does anyone rent (autozone etc) the scanner.
Again any suggestions are gratefully appreciated.
