Blown fuse 700 1990

I recently bought a 1990 740GL wagon with a bad in-tank pump, by the symptoms (noisy front pump, stumbling on turns, frequent power loss w/less than 1/2 tank.) The other day, the front pump was much noisier than usual, and the car quit running. The #1 (fuel pump & engine management) fuse was blown. I changed both pumps, being careful to wire them right & change the filter. Now, when the key is turned on, the fuse blows again instantly, even with the pumps disconnected. What's the deal? I have also replaced the fuel pump relay with one from a running car, which had the same number on it. The fuse still blew.
