what is ok fuel consumption? 200 1992

Our 92 240 wagon (LH Jetronic inj + 4 sp auto) has been hard to start lately in hot weather (mid 30's deg C) and I did a mileage check revealing 14litres/100kms which seems a bit thirsty and only a bit better than our 81 240 sedan. We haven't had the car long and I dont know what to expect. We do short runs from home - mainly 5-10 kms only. So how does this rate?

Oh,BTW, 14l/100kms equates to 20 mpg imperial or 24mpg US.
