swapping fuse panel 700 1988

I want to replace the fuse panel in my son's 1988 740. One of the fuse slots is melted. I have a replacement panel (including the black relay holder). Is it better to replace just the fuse holder, or the entire panel? Is this DIY lunacy? Thanks.

Just to change direction here a little - reading a little further in the FAQ than I did before, I see an alternative to replacing the fuse panel - since it's the ubiqitous fuse #16 that is melted.

The heater and the A/C are working fine (except for the wimpy defroster which I think is another issue). Is this not an urgent repair? Am I better off splicing in a new 30A fuse holder, or replacing the panel?
