Safe boost level and MBC 700 1988

Use Dave Barton's calibrated face for the stock gauge. It is cheap and should suffice for your purposes. Search for Dave Barton and gauges and maybe you will turn up the link.

11 psi is fine if your car is in good tune. I would have your injectors cleaned. Also use premium gas. Volvo used 11 psi in the Turbo Plus kit, but it activated only above a certain rpm and for a limited time and at full throttle.
You can run 2-3 psi more if you know what you are doing, but raising boost is risky. You can raise it a lot more if you start modiifying your car, but that is risky and expensive.
