Just Bought 1990 240... problem

I bought a 1990 240 (only 122K) with one main problem. It idles rough and lopes. I can feel the loss of power even at higher speeds.

One of the vacuum hoses was loose, so I replaced it. I took of the the throttle body and cleaned there. The gasket seems worn but not torn. Should I replace that? There is a little oil coming from the oil cap, but I pressed on it and no change. The air filter is new, The plugs, look a little worn, but I haven't check the gap yet. Could it be the fuel filter?

OH! The check engine light is on... ignore, reset, or take it in?

Please help with any advice.
